The Application Process, Step by Step
Phase 1: Eligibility Assessment and Document Preparation
Since 2024, every MM2H application must be submitted through a MOTAC-licensed agent - direct individual applications are no longer accepted. Your agent assesses your financial documents, family structure and long-term plans, and recommends the most suitable tier.
Documents include: bank statements (evidence of financial standing), income proof, marriage certificate, police clearance, passport copies and other supporting documents required by MOTAC. Your agent ensures everything is completed correctly and certified.
Phase 2: MOTAC Approval
The agent submits the complete package to MOTAC and the Immigration Department. Processing typically takes 2 to 3 months, during which the agent tracks the application and responds to any follow-up queries from MOTAC.
On approval you receive a Conditional Approval Letter. From that date you have 6 months to arrive in Malaysia and complete the remaining steps.
Phase 3: Arrival and Final Steps in Malaysia
This is the most demanding phase of the whole process. In Malaysia you will need to:
1. Open the fixed deposit account: at a Malaysian bank that handles MM2H deposits. Not every branch does - an experienced agent takes you to the right branch so it is done in one visit.
2. Medical check and insurance: complete the examination at a MOTAC-designated clinic and buy medical insurance from a Malaysian-registered insurer.
3. Immigration endorsement: visit the Immigration Department in Putrajaya (about 30km south of central Kuala Lumpur) to pay the visa fees and have the MM2H social visit pass sticker placed in your passport.
This phase can usually be completed within 5 to 7 working days when an experienced agent coordinates the appointments. Handled alone, it can stretch to 2 or 3 weeks of repeat visits.
Property Purchase: Requirements and Deadlines
All Peninsular Malaysia MM2H applicants must purchase a qualifying residential property. Silver, Gold and Platinum applicants must sign the Sale and Purchase Agreement (SPA) within 12 months of visa approval. SEZ timelines are tighter, typically 3 to 6 months.
The property must meet both the MM2H tier minimum and the state-level minimum for foreign buyers, whichever is higher. Penang, Johor, Selangor and Kuala Lumpur each set their own thresholds.
Partial Withdrawal of the Fixed Deposit
You may apply to withdraw 50% of the fixed deposit for a property purchase, with one important condition: the SPA must be dated within the 2 years before your visa approval date. A property whose SPA is older than that still qualifies you for MM2H, but does not entitle you to the withdrawal. Many applicants miss this detail.
The 90-Day Residency Requirement
MM2H holders under 50 must spend a cumulative 90 days per year in Malaysia. The days can be accumulated across multiple visits, and days spent by family members (spouse and dependants) count toward the total.
