Appoint a Licensed MM2H Agent

Under the 2024 MM2H policy, every application must go through an agency licensed by MOTAC - self-submission ("DIY") is not accepted. Choosing the right agent is the one decision that shapes the rest of your application.

How to verify any MM2H agent
1Ask for the MOTAC license number. Every legitimate agent has one. If an agent hesitates to share it, that is a significant red flag.
2Check the validity period. Licenses are issued for fixed terms - an expired license cannot legally submit applications.
3Confirm the license type. Look for "Inbound" under the Field column - outbound-only tourism licenses do not qualify for MM2H work.

Prepare Your MM2H Documents

All duplicate copies of marriage/divorce certificate, birth certificate and kinship certificate MUST be translated into ENGLISH (if the original certificate is in any other foreign language), attested / certified by the respective Government authority of their country of origin.

Do I have to come to Malaysia personally to submit my application documents? +
No. Your appointed licensed MM2H agent uploads the application into the MM2H Online System and submits the physical document set at the MOTAC OSC counter on your behalf. You only need to travel to Malaysia after approval, within 90 days, to complete the endorsement.
Step 4

Submitting Your MM2H Application

One submission, two hand-ins: your agent uploads the digital set into the MM2H System, then delivers the physical originals to the OSC counter in Putrajaya - all within three working days.

Physical originals over the counter

We hand your original document sets to the MOTAC officer at the MM2H One Stop Centre counter on your behalf.

Acknowledgement & acceptance. The portal confirmation and your application reference are forwarded to you as soon as we receive them. Once the counter accepts the physical set, your file enters the approval workflow.

Licensed agents only:
Under the Tourism Industry Act 1992 [Act 482] and the 2024 MM2H policy, applications can only be submitted by a MOTAC-licensed agency - "DIY" submission at the counter or online is not accepted. WANDA has held License No. MM2H855 since 28 Sep 2024, when new licensing re-opened in July 2024 for all MM2H agencies operating in Malaysia, and submits on your behalf.

How do I know if my application has been successfully uploaded into the online system? +
Your appointed agent receives the online submission acknowledgement from the MM2H System (Portal) and will forward the confirmation to you together with your application reference.
How do I know if my application has been accepted for processing? +
Once the physical document set is checked and accepted at the MM2H OSC counter, the officer acknowledges receipt and the file moves into the approval workflow. We will inform you as soon as this is confirmed.
What do I do next after my application is accepted for processing? +
Wait for the approval, which generally takes 3–4 months. In the meantime, start planning your endorsement trip to Malaysia — it must take place within 90 days from the date of your Conditional Approval Letter (SKB).

How long does it take to get the MM2H approval? +
Generally 3–4 months from acceptance for processing to issuance of the official MM2H Approval Letter (SKB).
Why does it take so long to get my MM2H approval? +
Your file passes through five separate authorities — MOTAC document validation, Immigration blacklist checking, PDRM security clearance at Bukit Aman, committee assessment at MJKP, and finally the preparation of the SKB.
Will I receive a notification from the Malaysian Government about my MM2H approval? +
The Conditional Approval Letter (SKB) is released to your appointed licensed agent, who will notify you and forward the letter immediately.
Step 6

MM2H Endorsement

You are given 90 days from the Date of Approval in your Conditional Approval Letter (SKB) to make a trip to Malaysia, if you are overseas.

Important:

If the applicants are overseas, they must plan for a trip (recommended at least a full week) to visit Malaysia to perform the pre-endorsement tasks and endorsement of their MM2H Visa/Pass. If possible, arrange for all successful dependents for endorsement in the same trip. “FLYING PASSPORTS” are strictly prohibited.

Flying in to Malaysia for the MM2H endorsement trip
Phase 1 · Before you fly

Plan your trip to Malaysia within the 90-day period from the Date of Approval Letter. Please discuss with us your preferred endorsement dates based on your schedule, and we MUST ensure that the appointment date for the endorsement day is still available in the MM2H OSC online booking system. Book your flight tickets to Malaysia.

If this is your first time visiting Malaysia, we can assist you in arranging accommodation and transportation upon your arrival.

Phase 2 · When you land

Our MM2H consultants shall meet you at a place of your convenience or at our office on the second day of your arrival in Malaysia to discuss and prepare you for a smooth and successful Endorsement process.

Our MM2H consultants will accompany and guide you to perform the pre-endorsement tasks and prepare all the necessary documents according to the MOTAC Endorsement Document Checklist, as shown below.

Phase 3 · In Malaysia

The four pre-endorsement tasks

01

Open a tagged-LIEN bank account (Fixed Deposit, FD) with any Malaysia bank. Transfer/remit the category-specified fund amount (e.g. USD 150K for Silver) to the newly opened bank account.

Output Documents

Original LIEN Letter (MOTAC format) issued by the bank, attached with CTC copies of FD certificates. PLUS a Consent Letter signed by the Principal.

Perform the mandatory medical checkup in ANY government-recognized clinic, medical center or hospital in Malaysia, for principal and all dependents.

Output Documents

Signed and stamped MFII Form by the doctor.

03

Purchase medical/health insurance (at least 1 year) for applicants below 60 years old from any recognized insurance company in Malaysia.

Output Documents

Copies of insurance policy documents issued by your selected insurance company.

04

Purchase the personal bond and pay the stamp duty to LHDN (by your appointed MM2H agent).

Output Documents

Signed and stamp-duty-paid Personal Bond.

Phase 4 · Endorsement day

You do not need to queue in Putrajaya

We go on your behalf.

Your Approval Letter (Clause 3) states that “the Participants MUST BE PRESENT at the One Stop Centre, Malaysia My Second Home Centre (MM2H), Ministry of Tourism and Culture Malaysia, Level 1, No.2, Tower 1, Jalan P5/6, Presint 5, 62200 Putrajaya for the endorsements of the MM2H Social Visit Pass.” In practice, you and your dependents DO NOT need to be present at the OSC - as your appointed MM2H agent, we collect your original passports on the EVE of the Endorsement appointment date.

Passports back in about one working day.

We return them with the endorsed MM2H Pass/Visa stickers after processing at the OSC.

Occasional delays.

Unforeseen events such as technical/system problems, long public holidays, or excessive workloads at the Immigration Unit of OSC may stretch the endorsement processing beyond one working day.

Phase 5 · After endorsement

One condition left - within 12 months

Purchase a residential property at or above your category’s minimum value, and submit a copy of the stamped Sales & Purchase Agreement (SPA) to MOTAC as evidence of fulfilling the mandatory condition - within 12 months from your date of endorsement. Output document: CTC copy of the residency SPA with LHDN stamping.

MM2H Renewal

Renewal only matters at the end of your pass’s maximum validity - and for every new-policy pass, that is still years away. Here is what it will look like when the time comes.

Important:

All NEW POLICY MM2H Pass holders are NOT required to renew their MM2H Pass/Visa until early 2029, when the first batch of new MM2H Passes issued in late 2024 or early 2025 come to the expiry term.

Plus, for every participant in all categories: Pass Fee MYR 500/year (or MYR 2,500 for 5 years) · MEV Fee MYR 0 to MYR 50/year, depending on nationality.

Renewal vs Extension - not the same thing

Renewal · a new term

You only RENEW your MM2H Pass upon the expiry of the maximum Pass/Visa validity period of your category. For instance, you do a RENEWAL after the maximum 5-year validity expiry of your MM2H SILVER Pass, or the 20-year validity expiry of your MM2H PLATINUM Pass.

Extension · the balance of your term

If your passport has only 3 years left at the endorsement date, you receive a 3-year MM2H Pass sticker (Silver category). You then apply for an EXTENSION of another 2 years in the fourth year - the balance period of your maximum 5-year Visa for the Silver category.

Do I have to repeat the full application and pay all the fees again to renew my MM2H Pass/Visa after its term expiry? +
No. Renewal is a simpler process than a new application - you pay the renewal fee for the principal, plus the Pass Fee and MEV Fee per participant as listed above.
